Water Willow (Decodon verticillatus) is a shrub in the Loosestrife family -- not a "willow" at all.
It grows in swampy places (like here!), has pairs of willow-like leaves, and bears crumpled five-petaled pink flowers in the leaf axils.
This plant is also called Swamp Loosestrife and Water Oleander.
